ICNK 성명서: 미국인 오토 웜비어의 비극적 죽음을 추모하며

(서울 – 2017년 7월23일) - 북한반인도범죄철폐국제연대(ICNK)는 미국인 오토 웜비어의 사망에 대한 깊은 슬픔과 우려를 표명한다.

ICNK 권은경 사무국장은 “오토 웜비어의 죽음이 더욱 비참한 이유는 결국 북한 주민들은 당국의 억압적인 법질서에서 조금이라도 벗어나면 재판조차 받지 못한 채 강제구금, 정치범관리소 종신형, 고문, 처형 등에 처해진다는 사실을 잘 인지하며 하루하루를 살고 있다는 점을 잘 보여주기  때문”이라고 말했다.

ICNK가 웜비어씨 사망에 대한 정확한 원인을 파악할 수는 없다. 그러나 북한 당국이 그를 강제적으로 체포해 공정한 재판의 원칙과 절차가 부재한 법정으로 보내어, 결국 심각한 부상을 초래할 때까지 감금한 책임은 회피할 수 없다. 북한 당국은 웜비어씨를 혼수상태인 채로 한 달 이상을 억류해 첨단 치료에 대한 접근성을 차단했으며  이는 웜비어씨의 권리를 잔인하게 침해한 것이다. 웜비어씨에 대한 북한 정부의 처우를 통해 이른바 정치범으로 수용되었던 수천 명의 북한 주민들이 경험하는 인권유린들을 투영 해 볼 수 있다.

북한당국이 주장하는 웜비어 씨의 혐의는 여행기간 동안 묶었던 호텔의 ‘관계자 외 출입금지’ 구역에 있던 정치선전물을 가지려 했다는 것이다. 북한은 곧 북한정부 및 조선노동당에 대한 모욕혐의로 그를 체포해 강제적으로 죄를 자백하게 했고 웜비어 씨는 어떠한 법적 도움 없이 15년 노동교화형을 선고 받았다. 웜비어 씨가 경험한 억압적이고 부당한 대우는 앞서 수많은 북한 주민들이 경험했던 피해와 유사하다.

북한은 지난 20년 동안, 16명의 미국인을 각종 죄목으로 날조해 억류해왔으며 현재 3명이 남아있는 상태다. 같은 기간 동안 수 천명의 북한주민들 또한 아무런 죄 없이 북한 당국이 주장하는 이른바 김씨 왕조에 대한 절대적인 충성심에서 벗어났다는 명목으로 북한 내 광범위한 정치범수용소와 기타 구금시설로 끌려갔다.  

이에 대해 ICNK권은경 사무국장은, “우리가 웜비어씨 가족에게 전할 수 있는 유일한 위로는 북한의 인권침해 가해자들이 정의의 심판을 받을 때까지 북한인권운동을 절대 중단하지 않을 것이라는 다짐”이라고 말했다.
