ICNK 성명서: 71차 유엔 총회의 북한 인권 결의안 채택을 환영하며
북한반인도범죄철폐국제연대 (ICNK)는 12월 19일 제 71차 유엔 총회에서 만장일치로 채택된 북한인권결의안을 진심으로 환영한다.
유엔은 이번 결의안을 통해 “오랜기간 지속되어온 조직적이고 광범위하며 끔찍한 인권유린이 북한에서 벌어지고 있다”는 사실을 규탄하며 COI가 발견한 반인도범죄에 해당되는 모든 종류의 인권유린 패턴에 대해 심각한 우려를 표명했다.
결의안은 지난 3월 유엔 인권이사회 결의안으로 설립돼 북한 인권유린의 책임규명 방안을 연구하고 있는 독립적 전문가그룹의 설립을 환영하며 유엔 안전보장이사회가 북한의 반인도범죄 책임규명을 위한 적절한 조치를 취할 것을 촉구했다. 물론 그 책임규명 방안에는 국제형사재판소에 북한의 인권상황을 제소 하는 방안도 포함시켰다.
이에 ICNK는 이번 결의안을 통해 유엔 및 국제사회가 북한의 반인도범죄의 처벌부재(impunity)의 고리를 끊으려는 확고한 의지를 보여주고 또 북한당국이 더 이상 인권 잔혹행위를 하지 못하도록 압력을 가할 수 있는 효과적인 수단이 될 것이라고 확신한다.
베네딕트 로저스 세계기독교연대 동아시아팀장은 “지난 8월 말에 북한 역사상 가장 참혹한 홍수가 발생해 수 백명의 북한사람들이 고통을 겪었지만 북한의 김정은은 이들의 고통을 무시한 채 그 다음주로 핵실험을 단행했다. 이에 과거 북한인권 유엔 조사위원회가 북한주민들을 보호할 책임을 당국에게 요청했던 사실을 환기시키며, 북한 지도부의 효과적인 통제 하에서 만들어진 정책에 의거해 반인도범죄가 자행되었다는 사실을 잘 보여주는 근거가 된다"고 주장했다.
필 로버트슨 휴먼라이츠워치의 아시아부국장은 “이번 결의안은 정치범수용소에서부터 일반 주민들의 사회권과 문화권에 이르는 모든 종류의 인권유린 유형을 다 아울러 문제제기를 하고 있다. 북한당국은 결의안의 권고들을 국제사회의 준엄한 경고로 받아들이고 일반주민들의 기본적인 인권보장에 힘써야 한다"고 주장했다.
또한 권은경 ICNK 사무국장은 COI 권고안 실행 결과로 조만간 진행될 북한 인권상황에 대한 유엔 안보리의 논의에 대한 기대감을 표현하며, “북한반인도범죄 책임규명 방안을 연구할 유엔 독립적 전문가그룹이 활동하고 있는 것을 감안했을 때, 유엔 안보리가 북한의 반인도범죄 책임자와 책임규명의 방안에 대한 토론은 북한 상황의 국제형사재판소 제소를 통한 처벌부재의 상황을 끝내자는 노력을 위한 효과적인 발판이 될 것"이라고 밝혔다.
ICNK는 휴먼라이츠워치, 세계기독교연대, FIDH 등을 포함하여 전세계 16개 국의 50여개 회원단체를 둔 국제연대로 유엔 북한인권조사위원회의 설립에 크게 기여했으며, 현재는 조사위원회가 권고한 결의안 실행을 위한 북한인권의 국제적 인식제고를 위한 캠페인과 애드보커시 활동을 하고 있는 북한인권 국제연대이다.
