Àü ¼¼°è 40¿©°³ ÀÌ»óÀÇ ÀαǴÜü ¿¬´ë·Î ±¸¼ºµÈ ºÏÇѹÝÀεµ¹üÁËöÆó±¹Á¦¿¬´ë(ICNK, The International Coalition to Stop Crimes against Humanity in North Korea)´Â ºÏÇÑÁ¤±ÇÀÌ ¹ÝÀεµ¹üÁ˸¦ ÀÚÇàÇßÀ¸¸ç, À̹ø »ç°ÇÀÇ ±¹Á¦ Çü»çÀçÆǼÒ(ICC, International Criminal Court)ȸºÎ¸¦ Ã˱¸ÇÑ À¯¿£ ºÏÇÑÀ뱂 Á¶»çÀ§¿øȸ(COI, Commission of Inquiry)ÀÇ ºÏÇÑÀ뱂 º¸°í¼­¸¦ ȯ¿µÇÑ´Ù.

ICNK´Â 2011³â 9¿ùºÎÅÍ ºÏÇÑ Á¤±ÇÀÇ Á¤ÀÇ¿Í Ã¥ÀÓ¼º(Accountability)À» Ã˱¸ÇØ¿ÔÀ¸¸ç, À¯¿£ Á¶»çÀ§¿øȸ ¼³¸³À» À§ÇÑ Ä·ÆäÀÎÀ» Àü°³ÇØ¿Ô´Ù. ÀÌÁ¦ ICNK´Â À¯¿£ Á¶»çÀ§¿øȸÀÇ ±Ç°í¿¡ µû¶ó ±¹Á¦»çȸÀÇ ÇൿÀ» Ã˱¸ÇÏ´Â ¹ÙÀÌ´Ù.

2013³â 3¿ù À¯¿£ÀαÇÀÌ»çȸ¿¡ ÀÇÇØ ¼³¸³µÈ Á¶»çÀ§¿øȸ´Â ¡°ÀÔ¿¡ ´ãÁö ¸øÇÒ ÀÜȤÇàÀ§¡±°¡ ºÏÇÑÁֹε鿡°Ô Áö¼ÓÀûÀ¸·Î °¡ÇØÁö°í ÀÖ´Ù°í °á·ÐÀ» ³»·È´Ù. ÀÌ¿Í ´õºÒ¾î À§¿øȸ´Â ¡°ºÏÇÑÀÇ ÀÌ·¯ÇÑ ÀαÇħÇØÀÇ º»Áú, ±× ½É°¢¼º°ú ±Ô¸ð´Â µ¿½Ã´ë¿¡ À¯·Ê¸¦ ã¾Æº¼ ¼ö ¾ø´Ù.¡±°í ÁöÀûÇß´Ù.

À§¿øȸ´Â ºÏÇÑ Á¤±ÇÀÌ ÀÚÇàÇÑ  ¡°¸êÀý, »ìÇØ, ³ë¿¹È­, °í¹®, °¨±Ý, °­°£, °­Á¦³«ÅÂ, ¼ºÆø·Â, Á¤Ä¡¿Í Á¾±³, ÀÎÁ¾, ¼ºº°¿¡ ±â¹ÝÇÑ ¹ÚÇØ, ÁÖ¹ÎÀÇ °­Á¦ÀÌÁÖ, °­Á¦½ÇÁ¾, °íÀÇÀûÀ¸·Î ¾ß±âÇÑ Áö¼ÓÀû ±â¾Æ¿Í °°Àº ¹ÝÀεµÀû ÇàÀ§¡±·Î ¹ÝÀεµ¹üÁË¿¡ ´ëÇÑ ºÏÇÑÁ¤±ÇÀÇ Ã¥ÀÓÀ» ¹°À» ÃæºÐÇÑ ±Ù°Å¸¦ È®º¸Çß´Ù°í º¸¾Ò´Ù.

´õ¿íÀÌ, À§¿øȸ´Â ¡°Á¤Ä¡¹ü ¼ö¿ë¼ÒÀÎ °ü¸®¼Ò ¼ö°¨Àڵ鿡°Ô ÇàÇØÁö°í ÀÖ´Â ÀÔ¿¡ ´ãÀ» ¼ö ¾ø´Â ÀÜȤÇàÀ§µéÀº 20¼¼±â ÀüüÁÖÀÇ ±¹°¡µéÀÌ ¼¼¿ü´ø ÂüȤÇÑ ¼ö¿ë¼Ò¿Í À¯»çÇÏ´Ù¡±°í ÁöÀûÇß´Ù.

À§¿øȸ´Â ¡°ºÏÇÑÁ¤ºÎ°¡ ¹ÝÀεµ¹üÁË¿¡ ´ëÇØ ºÏÇÑ»ç¶÷µéÀ» º¸È£Çϴµ¥ ¸í¹éÈ÷ ½ÇÆÐÇÏ¿´±â ¶§¹®¿¡, ±¹Á¦»çȸ°¡ ºÏÇÑÁÖ¹ÎÀ» º¸È£ÇÒ Ã¥ÀÓÀ» (R2P, Responsibility to Protect)¹Ýµå½Ã Á®¾ß ÇÑ´Ù¡±¸ç, ±¹Á¦»çȸÀÇ Áï°¢ÀûÀÎ ÇൿÀ» Ã˱¸Çß´Ù. 

ICNK´Â ÀÌ¿Í °°Àº À§¿øȸÀÇ ±Ç°í¿¡ µû¶ó, ¾ÕÀ¸·Î ºÏÇÑÁֹεéÀÇ °íÅëÀ» Á¾½Ä½ÃÅ°±â À§ÇÑ ³ë·ÂÀ» ¹è°¡ÇÒ °ÍÀÌ´Ù. ¶ÇÇÑ, ICNK´Â À§¿øȸ º¸°í¼­ÀÇ °á·ÐÀÌ À¯¿£ ¾ÈÀü º¸Àå ÀÌ»çȸ(U.N. Security Council)¿Í ±¹Á¦Çü»çÀçÆǼÒ(ICC), À¯¿£ ȸ¿ø±¹µéÀÇ Áï°¢ÀûÀÎ ´ëÀÀÀ» Ã˱¸ÇÏ°í, ´ÙÀ½ ´Þ ¹ßÇ¥µÉ À¯¿£ À뱂 °áÀǾȿ¡ º» ³»¿ëÀ» ¹Ý¿µÇÒ °ÍÀ» °­·ÂÈ÷ ¿ä±¸Çß´Ù°í ¹Ï´Â´Ù.
