한보이스, 탈북민 정착지원사업
캐나다 동부 토론토에 본부를 둔 북한인권단체 ‘한보이스’(HanVoice)가 26일 캐나다 연방이민부(Immigration, Refugees and Citizenship Canada)와 협약을 맺고 2년 이내에 탈북민 다섯 가족을 태국(타이)에서 캐나다로 이송하는 시범 프로그램을 시작했다고 밝다.
이 단체의 션 정(Sean Chung) 상임이사는 26일 자유아시아방송(RFA)에 “이번 발표의 가장 큰 의미는 탈북민들에게 새로운 법적 통로가 열렸을 뿐만 아니라, 전적으로 지역사회가 주도해 이들을 지원한다는 사실”이라고 전한다. (The big win of the announcement is not only the new legal pathway opened for North Korean refugees, but the fact that this is almost entirely community-led and supported.)
이어 그는 탈북민들에게 있어서 한국은 헌법에 의해서, 미국은 특별법에 의해서 유일하게 정착할 수 있는 선택지였다면서, 이번 프로그램을 통해 태국에 있는 탈북민들이 캐나다로 정착할 수 있는 길이 열렸다고 설명했다. (As such, South Korea and the U.S. have remained the only options: the former by its constitution and the latter by special legislation carving out an exemption.)
