The Daily NK reports that the authorities in Yangkang Province have ordered local People’s Units to repair damaged sidewalks in their area. In the past, the state took the burden of cost for these type of construction projects, but now the state is demanding that the individuals in the province collectively pay for the project themselves. This has lead to widespread resentment, as many families in the area fear that they would starve if they were too be forced to take part in this project instead of farm or go to the market.
