South Korean Milk Powder Circulating in Black Market in NK

South Korean milk powder, which the North Korean authorities keep for war reserve stocks, was recently distributed to soldiers. However, executive members of the army took it away and circulated it in the black market.
 
North Korea was in a state of war as the authorities launched a missile last year and conducted a nuclear test this year. As a result, soldiers were staying in underground tunnels and caves during the state of war, and this led to malnutrition. Thus, the North Korean authorities distributed South Korean milk powder, but executive members of the army took the powder and circulated it in the black market.
 
Even though South Korean milk powder is more expensive than Chinese milk powder, and it doesnt have an expiration date on it, it is nonetheless selling like hot cakes.
