The
Songdo international business district in Incheon is tipped as the likeliest
location for a UN field-based office monitoring human rights in North Korea,
according to the Chosun Ilbo.
However,
North Korean human rights activists say the office should be in Seoul itself, for
the sake of convenience and as a symbolic gesture.
The UN
COI report recommended setting up a field-based office for further
investigation on North Korean human rights abuses, and South Korea decided to
open one by the end of the year.
