Right after signing a new bilateral fishing rights deals, state-run companies are bringing in new state-of-the-art Chinese fishing vessels which has undermined the livelihood of ordinary fisherman who rely on their catches for their living. According to testimony from South Korea's National Intelligence Service, these new ships are pillaging the shallow costal waters and are using practices that are environmentally destructive. Many local fisherman have tried to denounce these "pirate ships" by hurling "stones as soon as they spot them,". However, due to the fact that these fisherman are "entirely no concern to the [North Korean] leadership," these farmers "don't stand a chance" against these new boast and are "staging armed dissent".
